The new features in the 2024 Vietnam Digital Content Creation Awards

The Vietnam Digital Communication Association (VDCA) issued the Regulations for the Vietnam Digital Content Creation Awards (VCA) according to Decision No. 14/QD-HTTS on April 4, 2024, and announced detailed rules for the 2024 Vietnam Digital Content Creation Awards.

Who can participate in VCA 2024?

  • Organizations established in Vietnam; foreign organizations with commercial presence in Vietnam (including companies, branches, and representative offices of foreign organizations in Vietnam).
  • Individuals who are Vietnamese citizens; foreigners with permanent residency cards in Vietnam.

The Awards Category

The Vietnam Digital Content Creation Awards 2024 (VCA 2024) includes eight award categories, which honor businesses, organizations and individuals.
* *Award for digital contents/products
1. Best Short Films/Video (VCA1)
Awarded to works with clear messages, reflecting current issues, spreading positive values, addressing practical needs; demonstrating creative abilities, incorporating high cultural and artistic elements, and utilizing advanced technology in production and product business.
- Awards: Certificate and Trophy from the Organizing Committee.

2. Best Animated Films/Video (VCA2)
Awarded to outstanding Works: Best Animation Films (VCA 2.1), Best Animation Scripts (VCA 2.2), and Best Animation IP (VCA 2.3) that combine cultural, entertainment, and educational elements, spread positive values, address life's issues and needs. Demonstrates creative capabilities, incorporates high cultural and artistic elements, and applies advanced technology in production and business.
- Awards: Certificate and Trophy from the Organizing Committee; accompanied by a cash prize sponsored by Sconnect Vietnam.

3. Best Advertising Films/Video (VCA3)
Awarded to TVC/commercial videos with unique ideas, utilizing the latest advanced technologies in production, image construction, and brand communication.
- Awards: Certificate and Trophy from the Organizing Committee.

4. Best Digital Content in Education (VCA4)
Awarded to digital content products serving education (e-books, e-lectures, etc.) produced and developed by Vietnamese organizations/individuals, contributing effectively to Vietnam's education with Vietnamese intellectual content.
- Awards: Certificate and Trophy from the Organizing Committee.

* Award for Enterprises/Organizations/Individuals
5. Best Digital Content Creator (VCA5)
Awarded to businesses/organizations/individuals producing digital content established in Vietnam, demonstrating outstanding production and development scale, with high effectiveness in business and audience engagement both domestically and internationally.
- Awards: Certificate and Trophy from the Organizing Committee.

6. Digital Content Creator for the community (VCA6)
Awarded to businesses/organizations/individuals producing digital content established in Vietnam, or foreign entities operating commercially in Vietnam (including companies, branches, representative offices of foreign organizations in Vietnam), or individuals who are Vietnamese or foreigners with permanent residence cards in Vietnam, for digital content products that are positive, socially meaningful, deeply humanistic, and contribute positive values to the Vietnamese community.
- Awards: Certificate and Trophy from the Organizing Committee.

7. Potential Digital Content Creator (VCA7)
Awarded to Vietnamese businesses/organizations/individuals channels established within 5 years, owning exemplary digital products, services, or content that have successfully conquered both domestic and international markets.
- Awards: Certificate and Trophy from the Organizing Committee.

8. Inspirational Digital Content Creator (VCA8)
Awarded to Vietnamese businesses/organizations/individuals owning exemplary digital products, services, or content that have successfully conquered both domestic and international markets, as voted by the audience through the VCA's online voting system.
- Awards: Certificate and Trophy from the Organizing Committee.

Award Participation Rules

1. The contest entry has been publicly released from September 1st 2023, to August 8th 2024, with a duration not exceeding 40 minutes for short films, not exceeding 30 minutes for animated films, and not exceeding 100 minutes for other category entries, including the introduction, title, and final information section.

2. There are no restrictions on genre and language. In the case of languages other than Vietnamese, subtitles in Vietnamese are required.

3. The Animation Script category is awarded to works that have not been adapted into films and have not been publicly released.

4. The Animation IP category is awarded to all that have not been released and have been publicly released.

5. The contest entry has not received any official awards from any competition.

6. The work should be in MP4 format (H264), with a minimum resolution of HD 720P, a minimum frame rate of 25fps, and a minimum bit rate of 1.5Mbps.

7. The author is responsible for the copyright of images and sound. If using images/music from a third party, written consent from the copyright owner must be provided.
If the work is a product of a group of authors, a commitment agreement from all members of the group participating in the competition is required.
For advertising film/video products, the participant submitting the work is responsible for ensuring the approval of the author/legal owner of the product.

8. The dialogue and images of the work must not violate legal regulations, must not go against traditional customs, and must not promote products prohibited by Vietnamese law. The use of maps with the "nine-dash line" or maps that omit the Hoang Sa and Truong Sa of Vietnam is not allowed.

9. Each contestant may only participate in one group. Each individual/group can submit multiple entries in multiple categories.
Each entry is only allowed to be submitted in one category.

10. The Organizing Committee is not legally responsible for any issues related to the copyright of the contest entries.

11. Contestants retain the copyright of their contest entries, and the Organizing Committee has the right to use all works, images, and information submitted by contestants for promotional and publicity purposes related to the competition.

12. The Organizing Committee has the right to unilaterally remove any entries that violate the law or the rules of the competition.
 

Time and Location of the Event

  • Submission Period: From April 20th, 2024 to August 8th, 2024.
  • Award Ceremony: The results announcement and award ceremony are expected to take place in September in Hanoi.

Submit VCA 2024 application 

Organizations and individuals submit their applications online through the Awards Portal at https://dcca.org.vn/huong-dan-nop-ho-so.   

The application package for organizations and individuals participating in the VCA 2024 includes:

1. The registration form for the VCA 2024 (online registration according to the Form);

2. Encouraged to register as a member of DCCA (online registration at the link https://dcca.org.vn/dang-ky-hoi-vien ) 

3. Organizations, individuals information

4. Description of product or service content (according to 5 guiding criteria);

5. * For Best Short Films/Video or Best Animated Films/Video Category:
- 2 images of the film/01 video, film (submit files with a resolution of at least 200dpi);
- 01 trailer of the film (lasting from 15 seconds to 30 seconds)/01 video, film;
- 01 to 02 poster designs of the film/01 video, film (submit files with a resolution of 300dpi)
  * For entries in the category of animated film script, please follow these guidelines:
- Formatting Requirements: Submit the script in PDF or Word format; Paper size A4; Font size 14; Line spacing 1.5.
- Specific Requirements
+ Short Animation Scripts: Submit the complete script.
+ Long Animation Scripts: Submit a detailed synopsis.
+ Animation Series Scripts: Provide an overall series outline and the scripts for the first 4 episodes.
  * For entries in the Animation IP category, the following components must be included in the submission:
PDF Document Introducing the Animation IP:
+ Overview of the Character Set: Content, Style, Concept, Creative inspiration
+ Genre
+ Audience Age
+ Projected Number of Episodes
+ Projected Duration per Episode
+ Character Design Images: Include designs of main and significant characters in the set.
+ Design images of the world view of the Animation IP (main backgrounds).
+ Overview of the development of Animated Film content derived from the IP
If developing a multi-episode Series: include a summary of the first 04 episodes.
If developing a Feature Film (duration over 60 minutes): provide Logline and Synopsis (a brief summary of the content) of the film.
Current stage of the product (In Development, In Production, Completed)
Any other relevant information the author deems important to include.

6. Notarized copies of business registration, business license, citizen identification card or equivalent;

7. Business performance/results of applying products, services (encouraged);

8. Types of certifications, quality certificates for products (encouraged);

9. Opinions, evaluations from local state management agencies or from nominating organizations/individuals (encouraged).

10. Registration fee for participating in the Awards: Free

Process of evaluating and awarding prizes:

* For entries in categories selected by the Commitee
Step 1: Nominations and Self-Nominations
- Organizations and individuals can nominate works that meet the criteria outlined according to the Categories specified above for participation in the Awards.
- Organizations and individuals wishing to participate in the Awards can self-nominate and submit their works.
- Nomination/self-nomination method: Online via the Awards website (https://dcca.org.vn/)
- The Organizing Committee will review the list of nominations and self-nominations, sorting entries to select those that meet the established criteria. Incomplete or unsuitable entries will be requested to supplement or adjust during the preliminary round. After August 8, 2024, entries that are invalid or do not meet the criteria for consideration and awarding will be disqualified.
- The Organizing Committee will notify the participating organizations and individuals of the evaluation results. Complaints and dispute resolutions will be handled according to the regulations of these Rules.
Step 2: Preliminary Selection and Evaluation
- The Preliminary Council organizes a preliminary evaluation, assessing the dossiers of organizations/individuals with valid entries and selecting the best ones for the Final Round.
- Depending on specific conditions, the Preliminary Council may conduct surveys of products and services, and perform on-site evaluations at organizations to gather comprehensive information for the Final Round.
Step 3: Final Selection
The Final Council is responsible for organizing the final evaluation of the dossiers that have passed the Preliminary Round and on-site evaluation (if necessary) to select the most outstanding entries for the VCA 2024 Awards
Step 4: Announcement of Awards and Award Ceremony
Based on the evaluation reports from the Judging Council, the Organizing Committee will announce the Vietnam Digital Content Creation Awards 2024 - VCA 2024 and organize the Award Ceremony (expected in September 2024).

* For entries in categories selected by the Jury
Step 1: Nominations and Self-Nominations
- Nominations and self-nominations: The official nomination portal is open at https://dcca.org.vn/ from the launch date of the awards on April 20th, 2024, until the closing of the submission portal on June 30th, 2024.
Organizations and individuals wishing to participate in the Awards can self-nominate and submit their works, or nominate organizations and individuals whose works meet the criteria outlined according to the Categories for participation in the Awards.
- Nomination/self-nomination method: Online via the Awards website (https://dcca.org.vn/)
- The number of nominations from voters and advisory opinions from the Council at this stage will serve as the basis for the Organizing Committee to select the official nominations to be included in the voting round. After June 30th 2024, incomplete or ineligible submissions that do not meet the criteria for evaluation and awarding will be disqualified.
- The Organizing Committee will notify the results of the application review to the participating units and individuals. Complaints and dispute resolution will be conducted according to the regulations
Step 2: Voting
- VCA 2024 will open the official voting portal at https://dcca.org.vn/ from July 5, 2024, until 23:59 on August 31, 2024. Once the official voting portal is open, voters can vote for their favorite nominations.
- The award results will be based on 100% of the votes from readers on the official VCA website. The nominations receiving the highest votes from readers will be honored as the most favorite content creators.
Step 3: Award Announcement and Ceremony Organization
Based on the voting results from voters, the Organizing Committee of the Awards will announce and organize the ceremony for the VCA 2024 (scheduled for September 2024).

*For business products and services, it is required to have a license, certificate, or equivalent from the competent state authority.

The section outlines the process for handling complaints, reports, and violations:

Individuals have the right to file complaints regarding the award evaluation results and any violations of regulations, procedures, or processes related to award evaluations. The complaint must clearly state the complainant's full name, address, reason for the complaint, and be submitted to the permanent office of the Awards, which is responsible for reviewing and reporting on the handling of complaints to the Awards Organizing Committee and VDCA. Complaints without clear names, addresses, or are impersonated will not be considered.
If entries violate Intellectual Property Laws and related State regulations or these Regulations, the Awards Organizing Committee will revoke the award, notify the relevant authorities to resolve according to current legal regulations.
